Today, private individuals of all ages copy music, TV programmes, and films. The extent of copying and the quality of the copies leads to a reduction in sales of original works – and thereby to a reduction in the income of artists and producers. In 1992, the Folketing (Danish Parliament) adopted a scheme whose aim was to provide compensation for this reduction. The scheme involves the payment of a small surcharge on blank copying media (video tapes, DVDs, etc.) sold to private individuals.
